Hi Nathan

This is indeed an attempt to purge some parts of the Estate of their lovely plant displays.  What is strange is that this Protocol claims to apply to ALL the City of London's Housing Estates, which would mean that every block on every estate should receive this.  However, the Estate Manager for Golden Lane Estate has only sent this letter to 3 of the blocks, instead of all of them. and the letter is addressed to 'All' residents of these blocks, yet only some individuals have received them.  The Estate Office can supply no explanation for this.  

So, it appears that only some people in these 3 blocks have to abide by these new regulations, and not anyone else, have they have not seen them!  How very odd indeed.  It does not say much about the City's Equality & Diversity Policy, which claims that it applies to all aspects of its services.  But, only those they single out on this occasion are told about it!  

What I don't understand is why are the City trying to hold some residents accountable for blame for any 'disasters' that have not happened, and the ones where the City have been negligent, including the tiles falling from Stanley Cohen House, for example, which could have seriously injured, or killed anyone, and to which the City were warned about, but did nothing until it happened!  In general, residents are more concerned about some parts of the Estate falling down, and being neglected instead of worrying about plant pots, and doormats etc.  The City need to get their priorities right, instead of harassing residents who do their best to make their communal areas attractive, and welcoming.  

No one on Middlesex street estate have had any of these notifications.

You forgot to mention the electrical fire in the basement, where many peoples electricity supply was off for over a week, where apparently no one is accountable.

Probably shoddy maintenance.

Nathan.  That's strange that Middlesex Street Estate have not had these notifications.  It does appear to be selective targeting then!  
You are absolutely correct that I did not mention the electrical fire in the basement of Crescent House, where, I recall, the City on duty service failed to answer any distress calls from residents, and the Fire Service, at the time.  I also forgot to mention when a large sign fell off Crescent House, by the Shakespeare Pub, which also could have injured or killed someone.
