Arrived home 9.30pm Wednesday evening to find the only working lift out of action . Not pleased having to climb to 5 floor . Rang Senior Resident Engineer 02073323018 left message 1 hour passed no return call Help how or who  do I contact ?  . Yes it's evening & out of normal working hours going down 5 floors doable but returning up 5 too much. I wonder if we could use the working lift on the outside of the building jumping off  onto the balcony ,

Hi Susan

The answer to your inventive idea about the external lifts is almost certainly NO unfortunately!

They are "locked" in the evenings to prevent joy-riding and burglaries and I'm sure there would be some insurance reasons too as they are owned by the contractors and probably specify "authorised employee use only" or some such.

Not too surprised about the resident engineer number as an  020 7332 number is almost always the office jockeys in the Guildhall.

Did you try the Housing Emergency Number?
