Maz says, 'This year's theme for humanitarian architecture charity Article 25's 10x10 auction is reflections. I wanted to have some fun with the theme and experiment with using mirror within my art. I decided to use Basterfield House as inspiration after going on a tour of the Golden Lane estate and being shown one the building’s flats as part of Open house festival. I like the idea of making artwork celebrating iconic architecture that is also architecture that means a lot to people. Whilst walking around the estate it was clear how much of a community there was there and how important the development was for the residents. It felt fitting to use my craft skills to make this art because a wonderful thing I discovered at the community centre is that they have craft groups that there that help neighbours to connect and they also sell their craft to raise money for charity.</span><div class="gmail-yj6qo"></div>

<p><span style="font-size: 12pt;">The City of London launched its Climate Action Plan last year. Over the past six months a number of open-air events have taken place bringing residents together to look at ideas for improving Golden Lane Estate. Discussions have looked at:</span><br/> <span style="font-size: 12pt;">• Energy and waste</span><br/> <span style="font-size: 12pt;">• Working together</span><br/> <span style="font-size: 12pt;">• Communications</span> <br/> <span style="font-size: 12pt;">• Working with the City</span> <br/> <span style="font-size: 12pt;">• Ideas for greening the Estate</span></p>
<p><span style="font-size: 12pt;">An <a href="https://maphub.net/paullincoln/golden-lane-estate-ideas-map" target="_blank" rel="noopener">interactive map</a> has been created which lists all of the ideas discussed to date.</span></p>

<p><span style="font-size: 12pt;">This petition is a chance for you - together with other City residents and workers, and anyone interested in our heritage - to speak with one voice against that process, particularly as a proposal was recently made by the City Corporation's leadership to reduce democratic accountability in planning even further.</span></p>

<p><br/> <span style="text-decoration: underline; font-size: 12pt;">The Petition</span></p>
<p><br/> <span style="font-size: 12pt;">We, the undersigned:</span><br/> <span style="font-size: 12pt;">declare that we have no confidence in the City of London Corporation’s current planning process and</span><br/> <span style="font-size: 12pt;">petition the Court of Common Council to:</span><br/> <span style="font-size: 12pt;">1. reject a proposal that planning applications be decided by panels of the Planning and Transportation Committee instead of by the whole Committee to avoid eroding democratic accountability;</span><br/> <span style="font-size: 12pt;">2. prevent those councillors who are members of committees responsible for the Corporation’s extensive property interests from also being members of the Planning and Transportation Committee, to avoid conflicts of interest; and</span><br/> <span style="font-size: 12pt;">3. prevent those councillors who have professional associations within the property development industry from also being members of the Planning and Transportation Committee, to avoid a perception of bias.</span></p>
<p><br/> <span style="text-decoration: underline; font-size: 12pt;">Background</span><br/> <span style="font-size: 12pt;">Democratic accountability is already weak within the Corporation because a majority of councillors are (uniquely) elected by small numbers of voters appointed by businesses, only a quarter of which register to vote. As a consequence of this business vote, the Planning and Transportation Committee generally ignores reasonable objections made on planning grounds, especially by residents and heritage bodies, and approves ever taller buildings which blight neighbouring properties and degrade heritage assets. Allocating decisions to panels will exacerbate this existing problem.</span></p>
<p><br/> <span style="font-size: 12pt;">Recent examples of bad planning decisions include:</span><br/> <span style="font-size: 12pt;">150 Aldersgate Street (opposite the Grade II listed Barbican Estate). Plans were approved to refurbish the existing office building making it taller, thereby reducing the daylight to the surrounding homes and businesses, and overshadowing the Smithfield Conservation Area. The Corporation had an undisclosed interest in this application as the freeholder of the property. It benefited financially from the approval, which would not have been granted but for the votes of five councillors on the Planning and Transportation Committee who also sat on a committee which manages the Corporation’s property interests, including this property. The debate was prematurely terminated on a motion by one of these councillors.</span></p>
<p><br/> <span style="font-size: 12pt;">The Denizen The Corporation sold a building formerly used for police accommodation on this site to a developer, which demolished it and built this large block of luxury flats. The block has caused a severe loss of light to a number of homes in Grade II listed Golden Lane Estate.</span></p>
<p><br/> <span style="font-size: 12pt;">55 Gracechurch Street Approval was recently granted for this 29 storey office block outside the approved “eastern cluster”, which will harm views of Tower Bridge and the Monument, both Grade I.</span><br/> <span style="font-size: 12pt;">70 Gracechurch Street Approval was recently granted for this 33 storey office block, which will literally overshadow the roof of Grade II* listed Leadenhall Market.</span></p>
<p><br/> <span style="font-size: 12pt;">Transparency International published recommendations in February 2021 for improvements in the Corporation’s planning process, which the Corporation is refusing even to consider.</span><br/> <span style="font-size: 12pt;">Future developments could include Bastion House on London Wall and the Museum of London site, both abutting the Barbican Estate in the West of the City, and two developments in the East of the City which will both affect the Grade I listed Bevis Marks synagogue.</span></p>Golden Lane Parklet Co-Designtag:goldenlane.ning.com,2021-02-18:2323372:BlogPost:1586762021-02-18T18:00:00.000ZPaul Lincolnhttps://goldenlane.ning.com/profile/PALincoln

<p><span style="font-size: 12pt;">A parklet is a mini-park that repurposes road space to turn it into a space for recreation, play, socialising or resting. They can be made by extending the pavement and providing things like benches, planting, artwork, cycle stands, giant chess games...the limit is your imagination!</span></p>
<p><span style="font-size: 12pt;"><strong>Why?</strong></span></p>
<p><span style="font-size: 12pt;">The project will help deliver healthier streets and facilitate a space for the community to enjoy, rest and meet while socially distancing outdoors, in the face of the Covid-19 pandemic.</span></p>
<p><span style="font-size: 12pt;"><strong>When?</strong></span></p>
<p><span style="font-size: 12pt;">Between now and March 2021 we will be holding online activities to listen to residents, local groups, businesses and people working in the area about their views and suggestions for the space. We are hoping the parklet will be installed in Spring 2021.</span></p>

<p><span style="font-size: 14pt;"><strong>"Refugees At Home</strong>, a small charity, working largely in London but across the UK, has enabled hosting for four years now. It currently has about 120 people hosted every night and has found refugees somewhere safe, warm and dry to sleep for more than 153,000 individual person nights so far. We've made well over 2,000 placements for asylum-seekers and refugees who need somewhere to stay while they pursue their claim for asylum or, once they have refugee status, sort out their lives, find jobs and save up enough to rent.</span></p>
<p><span style="font-size: 14pt;">"The majority of our guests would love to be hosted in London as they know it's diverse and welcoming with access to their own communities, to halal meat or Eritrean churches and where they will meet less prejudice and disadvantage than in some other areas. Many want particularly be in east London where Crisis UK, the Refugee Council and other support organisations are located.</span></p>
<p><span style="font-size: 14pt;">The only thing that stops us hosting many more people is not enough hosts. <br/></span></p>

<p>Coming from a range of backgrounds including architecture, fine art, illustration, and marketing and communications, the group draws from individual personal projects to create site-specific collaborative works in a range of printmaking media.</p>
<p><br/> From 9 to 21 July, the group will be exhibiting and holding workshops at Golden Lane Community Centre and Westminster Art Reference Library.<br/> <br/> <strong>Golden Lane Estate<br/></strong><br/> <strong><em>Golden Lane Estate</em></strong> is one of Britain’s most important post-war housing developments - Grade II listed, the Estate's primary colour scheme and post-war design is an inspiration to the printmakers who respond to both the architecture and landscape of the site.</p>
<p><br/> In homage to <strong><em>Stanley Owen Green</em></strong>, the <em>‘Protein Man’</em> who spent many years protesting ‘less lust from less protein’ along Oxford Street, the group looks to an honourable tradition of public protest in a performative print project at a location that has now become the site of two major community campaigns.</p>

<p><span style="font-size: 12pt;">The roof garden at Golden Lane Estate has been closed to both residents and the public since the 1980s. This is a rare chance to see the work of architects Chamberlin, Powell and Bon from a new perspective. </span></p>

<p><span style="font-size: 12pt;">Access on both Saturdays will be for residents only.</span></p>

There will be exhibitions of archive materials, talks from the architects responsible for restoring the Centre, guided tours across the Estate and a specially made showing of </span><em style="font-size: 12pt;">Night and Day - The Arena Time Machine</em><span style="font-size: 12pt;">, a continuous film montage, shown in real time, using </span><span style="font-size: 12pt;">only footage from the extensive BBC TV </span><span style="font-size: 12pt;">Arena</span> <span style="font-size: 12pt;">archive, edited to remain in synch with the day and night. <span>Jointly directed by Anthony Wall and GLE resident Emma Matthews.</span></span></p>

<p>Islington Planning Committee will be meeting at 7-30pm to hear the planning application for the Richard Cloudesley site. Some changes have been made to the plans under pressure from GLE but there is still much that remains which is a huge cause for concern. Key issues include a tower block with a single flight of stairs for fire escape; an extreme loss of light for much of Basterfield House; huge loss of amenity for Hatfield residents who will be affected by narrow access for rubbish disposal; a deeply uninspiring design which turns its back on the Grade II listed estate and an acute lack of open space for a new generation of residents. Put the date in your diary and come along.</p>
<p><span style="text-decoration: underline;"><strong>Bernard Morgan site</strong></span></p>
<p>On the same day (exact time to be advised) in the High Court in the Strand, a hearing will take place for a judicial review of the plans for the <em>Denizen</em> on the Bernard Morgan House site. Although the site has been cleared, the judicial review will seek to influence the plans for what is built there. The hearing will decide if a judicial review should or should not go ahead. There are many complex layers and implications here. They include not only the impact on an important estate of architectural interest but also the effects of loss of light for both Bowater House and the Golden Lane Campus schools; and most importantly, a potential challenge to what is know as <strong><em>viability</em></strong> of the scheme. This affects the level of s106 funding (planning gain benefiting a community) which a developer agrees to pay either as cash or through the building of affordable housing in or adjacent to a scheme. If a developer can argue that the scheme to which they have committed is no longer viable, they may be able to argue to reduce their contribution. A successful judicial challenge here could have implications for social and affordable housing across London.</p>

There are just 5 local authorities in England in this group. They were the Isles of Scilly, Barrow-in-Furness, Adur, Epping Forest and the City of London. </p>
<p>The New Homes Bonus allocation is a grant paid by central government to local councils to reflect and incentivise housing growth in their areas. It is based on the amount of extra Council Tax revenue raised for new-build homes, conversions and long-term empty homes brought back into use. There is also an extra payment for providing affordable homes.</p>
<p><br/> The figures show that the City of London built exactly 0 new affordable units (compared to neighbouring Tower Hamlets, with 1085 – the highest in the country).<br/> <br/> Only three local authorities did worse, including Barrow-in-Furness which demolished three whole streets of houses. <p>Campaigners opposed to the building of the The Denizen by Taylor Wimpy on the site of Bernard Morgan House have consistently challenged both the developers and the City of London to build affordable housing on part of the site and yet Taylor Wimpy has not only consistently failed to do so but are only paying a fraction of their social housing contribution. Their excuse being that they paid too much for the site!</p>

But is this the way it works in the City of London?</em></p>
<p>Like many on Golden Lane Estate, I have become involved in attempting to have an impact on the decision on how the estate and its environment develops. I was interested to discover that there appear to be a number of potential conflicts of interest on our doorstep.</p>
<p><strong>Mark Boleat</strong>, <strong>Henry Colthurst</strong> and <strong>Chris Hayward</strong> are all common councillors. They are also members of the City of London Planning Committee and they are also all on the Board of Trustees of the <strong>City of London Academy</strong> which will build and manage the <strong>City of London Primary Academy</strong> on the Richard Cloudesely School site. Henry Colthurst is Vice-chair of the Academy Trust and Chris Hayward is Director. </p>
<p>Next month, the Planning and Transport Committee of Common Council will be looking at the planning application for the site. The three common councillors will all be able to vote on the decision. This is a bit surprising to me.</p>
<p>Although they will not derive any personal financial benefit, the body for which they have financial and corporate responsibility will be a beneficiary of a decision made by the committee of which they are members. <br/> <br/> <strong><em>Is this a case of being judge and jury in your own case? </em></strong></p>
<p>I do not know the answer the to this but I have written to a man who does - the chair of the City of London standards committee and I am waiting for a reply.</p>
<p>In the meantime, City Matters has been looking at this in a <a href="http://www.citymatters.london/d-day-nears-city-of-london-primary-plans/" target="_blank" rel="noopener">recent edition</a>. When challenged by the paper, a spokesperson for the City of London said:</p>
<p><em>".....members adhere to a code of conduct and guidance regarding managing potential conflicts of interest."</em></p>
<p><span>They added: <em>“Any feedback received as part of the consultation process will be considered by the committee when they determine the application.”</em></span></p>
<p>In addition to this, on 18 October, the Housing and Finance Institute of which Mark Boleat is Chair published a report which stated that: ‘Planning decisions should be taken by relatively small panels, who have received appropriate training, and representatives of an area in which a development would take place should be excluded from voting on that decision’. Coverage of the report by the London Evening Standard quoted Mark Boleat as suggesting that middle class ‘Nimbys’ should be denied the opportunity to comment on planning applications as this invariably led to delays and a loss of housing. It said: ‘In a radical set of proposals, Sir Mark said that residents must have their influence hugely scaled back by excluding councillors representing residents affected by a planning application from the decision on whether it should go ahead’. Given that Mark Boleat is so clear about his views on this matter, this would make it difficult for him to vote dispassionately on a planning application in which the local community is so active in expressing their views.</p>

<p>The fruits of their successful campaigning is in evidence today for anyone walking along the South Bank. Oxo Tower Wharf, the Iroko Housing Co-op and many others are part of a resident-led development of low cost rented housing built where there would otherwise be office blocks or expensive apartments. </p>
<p dir="ltr">In other parts of London, there is also a history of successful campaigning. A good example is the Odhams Walk development in Covent Garden. An up to date case study is the Mount Pleasant development where local residents have brought to a halt an over dense development of private housing. </p>
<p dir="ltr">A short distance from here, a plan by King's College to demolish a row of housing overlooking St Clement Dane's Church was recently changed under pressure by Save Britain's Heritage.</p>
<p dir="ltr">In all of these cases, campaigners commissioned or created alternative designs, more thoughtful, more relevant and more cleverly put together than the original. <p dir="ltr">People who live in a place know a lot about what makes that place work and especially what make that place work better in the future. We are therefore lucky to have the chance to examine alternative plans as a way of realising how much might be possible with a little extra thinking, designing and analysis.</p>
<p dir="ltr">There are now three alternative proposals. One by <a href="http://www.goldenlaneestate.org/forum/topics/a-proposal-for-the-rsc-site-redevelopment-please-comment" target="_blank">Fred Scott</a> (Bayer House) demonstrates how a tower identical in most ways to Great Arthur House positioned near to Hatfield House together with a sunken set of gardens can create an innovative scheme.</p>
<p dir="ltr"><a href="http://www.goldenlaneestate.org/forum/topics/rcs-site-alternative-plans" target="_blank">Charles Humphries</a> (Basterfield House) has suggested two alternative schemes both of which dispense with the tower block and create lower rise accommodation. He also explores sinking the new scheme to the level of the rest of the estate and in one case, moves the school onto the London College of Fashion site releasing space for the creation of 102 rather than 66 homes.</p>
<p dir="ltr">There is a desperate shortage of low cost housing in the City and Islington especially with the sale of Bernard Morgan House and the YMCA in Fann Street - this is an opportunity to redress the balance.</p>
<p dir="ltr">Proposals for housing blocks of between five and seven floors would remove the need for a tower block and create more homes and more green space.</p>
<p dir="ltr">A shared green space adjacent to Basterfield House would bring the benefits of nature to existing as well as new communities.</p>

<p>GLERA has been opposing plans from the City of London and Islington for the development of a sixty-six apartment tower block and a two-form entry primary school on the site currently occupied by Richard Cloudesley School. Thanks to the recent submission of a new planning application by the two local authorities, there is now a three-week opportunity to comment on the proposals and suggest alternatives. GLERA urges residents to support the alternative proposals.<br/> <br/> The new deadline is Thursday 16 November.<br/> <br/> My objections to the current proposals:</p>
<ul>
<li>The proposals are too dense for the available space. There is no green space and nowhere for children to play. An overcrowded site will not make for good homes, a successful school or a contented neighbourhood.</li>
<li>The school which was originally planned to accommodate 80 pupils will now host 458. This is not only a huge number for this site but the City of London Academy which will run the school has completely failed to show that there is a demand for so many new school places. And if the demand does exist in the north of Islington, a large number of pupils will have to be driven to Golden Lane with devastating effect on an already congested and polluted environment.</li>
<li>The school hall which is separate from the school is designed for adult sports and private hire. There will be smelly kitchens and noisy air conditioning plant adjacent to Basterfield House. This will not only create huge inconvenience for people living in Hatfield and Basterfield but will revive many of the problems of noise and overcrowding caused by the old community centre. It will also compete with the existing community centre currently being refurbished.</li>
<li>The tower block will loom over the Estate and much of the neighbourhood blocking light and causing huge damage to the setting of the Estate.</li>
<li>The noise from the school playground will echo across the Estate.</li>
<li>The tower block will have a blank ground floor facade at street level bringing no life to this part of Golden Lane.</li>
</ul>
<p>Nine key points:</p>
<ul>
<li>There are few more important issues than how to create decent homes for everyone. Golden Lane Estate is special for many reasons which are important not only for heritage experts but for those who need good quality public housing.</li>
<li>Golden Lane Estate has been listed because it is architecturally distinguished and because the design makes such good use of open space. These proposals are not only in contravention of the local district plans but undermine the qualities of the Estate.</li>
<li>Golden Lane has set important standards for housing design, public space and leisure amenities. This is a chance to learn from Golden Lane and create a new generation of good quality public housing.</li>
<li>Good design is no more expensive than bad design.</li>
<li>There is a great opportunity to complement the existing estate and create new housing that will become great homes.</li>
<li>There is an opportunity to increase the public housing built from sixty-six to 102 homes.</li>

<p>This was an unusual meeting as it started with a presentation by Sir Nicholas Kenyon, managing director of the Barbican Centre on the Culture Mile. This is a joint initiative between local arts venues and the City of London. It envisages over a period of perhaps fifteen years, creating a district with an identifiable sense of destination linking to the new Museum of London at Smithfield with the Barbican Centre. The most immediate change is likely to be improvements to the Beech Street tunnel. The audience was almost unanimous in its support for a project which will increase the quality of the public realm as well as signage, mapping and graphic design. There was also a lot of support for the proposed concert hall on the Museum of London site.</p>
<p>I asked the panel a question about the recently published report on housing by former chair of policy Mark Boleat. See the <a href="https://www.standard.co.uk/news/london/londons-housing-crisis-can-be-solved-by-reining-in-middle-class-nimbys-a3661871.html" target="_blank">Evening Standard</a> for the details. All of those on the panel distanced themselves from Boleat's report and comments.</p>
<p>Here is a quote from the article:</p>
<p><em>"<a href="http://standard.co.uk/news/london">London's</a> <a href="http://standard.co.uk/topic/housing">housing</a> crisis can only be solved by a radical overhaul of the “deeply flawed” planning system to rein in selfish middle class “Nimbys,” a provocative new report argues today.</em></p>
<p><em>"In comments that will anger conservation and resident bodies, former City of London Corporation supremo Sir Mark Boleat said current rules “give far too much weight to articulate groups who make a lot of noise” and not enough weight to young “have-nots” who are priced off the housing ladder."</em></p>
<p>I also asked a question about the recent article by Anna Minton in the <a href="https://www.theguardian.com/commentisfree/2017/oct/10/developers-culturehousing-luxury-homes-art-artists" target="_blank">Guardian</a>. This had focussed on alleged conflicts of interest by those on planning committee who were also commercial planners or developers. See in particular paragraph four which is quoted here: <em>"The story follows a by-now-familiar plot. In May 2017 planning approval was given to Taylor Wimpey, despite strong opposition from local residents and businesses. During this process it emerged that the chair of the City’s planning and transportation committee, Chris Hayward, is a director of <a href="http://www.kingschambers.com/17-04-21_DL_IR_Adari_Chester_Road_2180958.pdf" title="" class="u-underline">Indigo Planning</a></em><em>, whose clients include Taylor Wimpey. Deputy chair James Thomson was formerly deputy chief financial officer and chief operations officer of </em><em><a href="https://www.cushmanwakefieldresidential.com/Land-Development" title="" class="u-underline">Cushman and Wakefield</a>, commercial property and real estate consultants, which marketed and sold Bernard Morgan House to Taylor Wimpey. The committee member and former lord mayor of London Sir Michael Bear was appointed chair of the planning consultancy <a href="http://www.n-somerset.gov.uk/wp-content/uploads/2017/02/ID-3b-Inspectors-Draft-Hearings-Programme-v3-12-May.pdf" title="" class="u-underline">Turley Associates</a> – which also acts for Taylor Wimpey – a few weeks after planning approval was granted."</em></p>

This definition of a sustainable city derives from <a href="http://en.wikipedia.org/wiki/Sustainable_cities" target="_blank">Wikipedia</a> and is a good starting point for </span>reviewing the ways in which Golden Lane Estate is or is not sustainable. </p>
<p>There have been a number of very constructive changes to the estate to make it more sustainable, notably the work of the Gardening Group and the creation of the allotments in the old nursery school playground. The planned improvements to Great Arthur House will also go a long way to making the building easier to heat and reducing heating bills for residents. However, is this enough? There are many examples in London where modest changes are having an impact on energy conservation, use of water, recycling of waste materials and urban horticulture. In this blog, I want to offer a few illustrations when I find them of ideas that might be relevant to Golden Lane; any comments would be appreciated.</p>

<p>This is what happens when you cut off a down pipe. Instead of sending water to the sewerage system where it has to be piped across the city and cleaned, this pipe goes straight into a rain garden where it is used to water an allotment.</p>
<p>Here is a new roof garden at <a href="http://www.cannonbridgeroofgardens.com" target="_blank">Cannon Street Station</a>. It is a recent construction, it is an amenity for people in the building but it also increases biodiversity in the City of London, creates a place for pollination to take place and helps reduce the urban heat island effect.</p>

<p>Islington is promoting sustainable drainage. This<span> will bring a range of benefits. SUDS manage runoff from development in an integrated way to reduce the quantity of water entering drains and therefore to reduce surface water flood risk – an important consideration in a dense urban area like Islington, particularly given the increase in heavy rainfall likely as a result of climate change. SUDS also improve the quality of runoff from development, bringing clean water back into use in our urban environment to create attractive places for people and wildlife. <p><span>And here is a great wall created by Transport for London near the Westway and on the <a href="http://www.biotecture.uk.com/portfolio/edgware-road-tube-station-marylebone/" target="_blank">wall</a> of Edgware Road Station. It is designed specifically to tackle air pollution.</span></p>
