The Barbican and Golden Lane community has applied to become a designated neighbourhood forum so that it can prepare a neighbourhood plan and participate in local planning matters on a statutory basis. Under the government’s Localism legislation, communities can draw up their own plans that become part of the statutory framework for land use. This will be the City of London’s first neighbourhood forum and neighbourhood plan.
The application is supported by local residents, councillors, businesses and community groups such as GLERA and the BA. As the process develops we hope support and membership will grow.
Tim Godsmark, Chair of GLERA says “As Chair of GLERA I fully support the Barbican and Golden Lane Neighbourhood Forum which takes resident involvement in planning policy a step forward following on from the resident proposed conservation area.”
Alderwoman Sue Pearson: “I’m a great supporter of neighbourhood plans and the Barbican and Golden Lane Forum will give residents the ability to shape the development of the area.”
Key Points
1. This is about planning. The Forum is supported by the BA and GLERA as well as other local resident associations, as it strengthens local influence by;
• Creating a Neighbourhood Plan (in line with the City’s Local Plan)
• Commenting on planning applications
• Influencing CIL spending – the c£9m annual levy on planning applications
2. The Neighbourhood excludes areas in Islington as it would be too complex and costly to co-ordinate two boroughs at this stage.
3. The Forum needs your support – the consultation to bring it in runs to midnight on Wednesday 21st June, 2023

The City of London has started a statutory consultation about the Neighbourhood Forum. The consultation deadline is Wednesday 21st June at midnight
