Balloons released a moment ago

Some idiots have just released balloons outside on their balcony from Great Arthur House. The big yellow house overlooking the square. Do not follow suit. If any wildlife get caught up in this or suffocate on them then they will be killed. I refrained from calling the police but I took a photo of the flat it came from. It is 6 from the top and the nearest edge to the street. It is totally irresponsible to nature and when they burst they are going to be an ugly blight. If I see any more of this…See More

With the (possible) exception of those who originally bought thirty or so years ago, isn't it a case of 'Buyer Beware'?

The work has to be paid for somehow - tenants through their rent and leaseholders through their service level agreement.
