Noise complaint - what to do?

Hi everyone, 

I'm just wondering if anyone has any recommendations of what to do if you have a noise complaint to make? I've lived on the estate for three years with the same next-door neighbour and just recently he has started playing his TV really loud until 1am. Over the past three weeks, it has been every night and I'm just ridiculously tired because of it. Even with earplugs in I could still hear it. If I inform the estate office will they be able to do anything about it?
